CPN (Maoist Centre) is distant third with 17.47 percent. The event will be judged by national and international adjudicators, under the leadership of Nishma Gautam from Nepal and Raad Sharar from Bangladesh. Since idle cash does not provide any return, banks prefer to invest a big chunk of this money in debt instruments issued by the government to maintain SLR. This provision of maintaining SLR is also mandatory for other financial institutions but ratios vary. For instance, development banks have to maintain SLR of 9 percent and finance companies have to maintain SLR of 8 percent, while development banks and finance companies that do not collect current and call deposits have to maintain SLR of 6 percent. As all the financial institutions have to invest a portion of their deposits in government’s debt instruments, they look forward to purchasing bonds and treasury bills. But this year banks and financial institutions are not in a hurry to purchase these securities because of tight liquidity situation in the banking sector. This is reflected in interbank lending rates-the interest rate at which commercial banks borrow money from each other for a period of seven days-which has again shot up to around 4.5 percent. “The portion of excess liquidity in the banking sector has shrunk since mid-April when the government collected second instalment of income tax,” said Sanima Bank CEO Bhuvan Kumar Dahal. Taxman here has made it mandatory for taxpayers to deposit 40 percent of the estimated annual income tax amount within mid-January. Firms have to deposit second income tax instalment of 30 percent in mid-April and the final instalment in mid-July. “We believe over Rs30 billion entered the government’s coffers in mid-April, as firms paid second income tax instalment, which tightened liquidity position,” said Dahal. However, the liquidity situation is likely to improve in the coming days as around Rs31 billion in NRB Bonds will mature beginning May 30 till July 15.  The United States has recognised the first phase of local level elections conducted in Provinces 3, 4 and 6 on May 14 saying that the election appears to have been ‘largely peaceful and broadly supported’. In a press statement issued by Kathmandu-based US Embassy on Tuesday, the United States has urged all the stakeholders to create a conducive environment for conducting second phase of local polls in Provinces 1, 2, 5 and 7. “The United States strongly encourages the Government of Nepal to permit unrestricted international election observation during second phase of local elections, in order to enable the international community, including accredited diplomats, to observe and offer support to the outcomes of the election,” read the statement. The statement encourages continued efforts to forge a political agreement that enables broadest participation of voters in the phase two elections. “This will increase the credibility of the electoral process and strengthen democratic transition across the country,” read the statement. The US has also urged security forces to exercise restraint and comply with the existing national and international standards when carrying out their duties.

As many as 50 amendment proposals have been registered and they have to be put for discussions in Parliament before the bill is put to vote. “This is a time-consuming process,” said Nayak, hinting that voting on the bill could be pushed for a further date. विभिन्न भागबाट पक्राउ समेत गरेको छ । अनुसन्धान अनुसार चोरि सक्रिय गिरोहले स्ट्रिप कार्ड एन्ड रिडर डिभाइस (एमएसआर) को सहायताले क्लोन म्याग्नेटिक कार्ड बनाई चोरी गर्ने गरेका थिए । यो गिरोहले आईसीक्यू एप्समार्फत ह्याकरबाट बैंक तथा वित्तीय संस्थाका एटीएम कार्डका डिजिटल डाटाहरू किन्ने र नेपाल तथा भारतका बैंकबाट प्वाइन्ट अफ सेल (पिओएस) मेसिन लिएर कारोबार गर्ने ठूला व्यापारी तथा व्यवसायिक कम्पनीमार्फत बैंकमा रहेको विदेशीहरूको रकम समेत चोर्ने गरेको समेत देखिएको छ । यतिमात्रै होइन नेपाली बैंकहरुले उपलब्ध गराएका डेबिट कार्ड, क्रेडिड कार्ड, सेक्युरिटी कार्ड, प्रिपेड कार्ड तथा ब्ल्यांक कार्डलाई किर्ते गर्ने गरेको समेत देखिएको छ जुन नेपालको सन्द्र्धभमा चोरीको नयाँ शैली हो । यस्तो चोरिमा चोरहरुले बिशेषगरि क्लोन म्याग्नेटिक कार्ड बिट्क्वाइन र आईसीक्यू एप्सको प्रयोग गर्ने गरेका छन । क्लोन म्याग्नेटिक कार्ड एक प्रकारको डुब्लिकेट एटीएम कार्ड हो, जसमा चोरी गर्ने गिरोहले म्याग्नेटिक स्ट्रिप कार्ड रिडर एन्ड राइटर डिभाइस (एमएसआर) मार्फत ह्याकरबाट किनिएका विभिन्न व्यक्ति, बैंक एवं वित्तीय संस्थाका डाटाहरू भर्छन् । डाटा भरिसकेपछि यही डुब्लिकेट एटीएमलाई स्विप कार्डमा घोटेर सम्बन्धित व्यक्तिको एकाउन्टबाट आफ्नो एकाउन्टमा रकम ट्रान्सफर गरिन्छ । यस्ता कार्डमा ह्याकरहरूबाट अनलाइन मार्फत् किनिएका डाटा भरिएपछि पिन कोडको आवश्यकता पर्दैन । बिट्क्वाइन एक प्रकारको डिजिटल मुद्रा हो । अस्ट्रेलियाली उद्यमी क्रेग राइटको आविष्कार मानिने बिट्क्वाइन डिजिटल लेनदेन प्रणालीमा आबद्ध हुन्छ । अंग्रेजीको ‘आई सिक यू’ लाई छोटकरीमा आईसीक्यू नाम दिएर बनाइएको यो एप्स इजरायली कम्पनी मिराबिलिसले सन् १९९६ मा निर्माण गरेको हो । पछि मिराबिलिसले त्यसको स्वामित्व एओएल कम्पनीलाई हस्तान्तरण गरेको थियो । एन्ड्रोइड र आईओएस दुवै भर्सनमा उपलब्ध आईसीक्यू एप्स फ्री भ्वाइस कल, भिडियो कल एवं च्याटका लागि चर्चित छ । ग्राहकको असावधानीका कारण पनि चोरि हुने गरेको देखिएको छ । एटीएम प्रयोगमा सावधानी अपनाउन सके अरूले ठगी गर्न पाउँदैनन् । त्यसका लागि एटीएम बुथबाट रकम निकाल्दा वरपर कतै अस्वाभाविक उपकरण जडान भए नभएको हेरेर मात्र पैसा निकाल्नुपर्छ । यदि एटीएममा अनावश्यक उपकरण जडान भएको देखिए पैसा निकाल्नु हुँदैन । कुनै एटीएम बुथमा अस्वाभाविक उपकरण जडान भएको शंका लागे अर्को एटीएम बुथसँग तुलना गरेर हेर्नुपर्छ । कि प्याड नजिक प्वाल जस्तो देखिए उक्त प्वालभित्र पिनहोल क्यामेरा जडान गरिएको हुनसक्छ । एटीएम कार्डको म्याग्नेटिक स्ट्रिपमा रहेको डाटा कपी गर्न जेन्युअन कार्डबाहेक अन्य कार्ड स्लट पनि जोडिएको हुनसक्छ । एक भन्दा धेरै कार्ड स्लट देखिए त्यस्तो एटीएम बुथबाट पैसा निकाल्नु हुँदैन । खातामा पैसा हुँदाहुँदै पनि पैसा आएन भने नक्कली कार्ड स्लटमा आफ्नो कार्ड छिराइएको हुनसक्छ । आफ्नो कार्ड नक्कली कार्ड स्लटमा छिराइएको थाहा पाउनेबित्तिकै तत्काल अर्को एटीएम बुथमा गएर आफ्नो पिन नम्बर परिवर्तन गर्नुपर्छ । कि प्याड अस्वाभाविक जस्तो लागे तथा मेसिनमा राम्रोसँग फिट नभएजस्तो लागे उक्त एटीएम बुथबाट कारोबार नगर्ने । एटीएम बुथभित्र अस्वाभाविक उकरणहरू जडान गरिएको देखिए तत्काल नजिकको प्रहरी कार्यालय तथा सम्बन्धित बैंकमा खबर गर्ने । पिन नम्बर हान्ने बेलामा कोही कसैले हेरे–नहेरेको यकिन गर्ने । पिन नम्बर डायल गर्दा हातले छोपेर सुरक्षित तरिकाले मात्र डायल गर्ने । बैंकबाट एसएमएस अलर्ट सेवा लिने, जसका कारण कसैले पैसा निकाल्नेबित्तिकै आफूलाई थाहा होस् । आफूले गर्दै नगरेको कारोबारका बारेमा मोबाइलमा एसएमएस अलर्ट तथा खाता विवरणका बारेमा जानकारी देखिए तत्काल सम्बन्धित बैंकमा खबर गर्नुपर्छ । समय–समयमा पिन नम्बर परिवर्तन गर्ने । आफ्नो एटीएम सकभर कसैलाई प्रयोग गर्न नदिने, कसैलाई नदेखाउने । बैंकले एटीएम बुथभित्र तथा बाहिरको गतिविधि सूक्ष्म रूपमा सिसिटिभीमार्फत निगरानी गर्छ । त्यस्तो कुनै अस्वाभाविक तथा शंकास्पद गतिविधि देखिए तुरुन्त प्रहरीलाई खबर गर्नुपर्छ । म्याग्नेटिक स्ट्रिप एटीएम कार्डभन्दा सुरक्षित भएकाले बैंकहरूले इएमभी चिप प्रयोगमा ल्याउनुपर्छ । एटीएमबाट पैसा निकालेपछि प्रिन्ट भएर आउने स्लिप पनि त्यसै फ्याल्नु हुँदैन । धेरैले उक्त स्लिप एटीएम काउन्टरमै फाल्छन् । त्यसरी स्लिप फाल्दा आफ्नो पैसा चोरिने सम्भावना वृद्धि हुन्छ । त्यस्तो स्लिपका आधारमा सूचना लिएर पनि नेपालमा एटीएमको पैसा अनधिकृत रूपमा निकालिएको बताइन्छ । के हो एटिएम र कसरी भित्रियो नेपालमा ? अटोमेटेड टेलर मेसिन अर्थात् एटिएमलाई अन्तर्राष्ट्रिय बैकिङ भाषामा प्लाष्टिक मनी भनिन्छ । विकसित देशमा कार्र्डले खल्ती मै पैसा हाले सरह काम गर्दछ । तर नेपालमा एटिएमको प्रयोग खातामा पैसा भएकालाई झिक्न बाहेक काम छैन । प्राय नेपालमा समयकै बचतका लागि पनि एटिएमको प्रयोग गर्नेहरु धेरै छन् । तर यसको प्रयोगबाट ग्राहकहरु भने त्यति सन्तुष्ट छैनन् । एटिएमको विकास एसियामा जापानबाट, युरोपमा स्वीडेन र लण्डनबाट र उत्तरी अमेरिकामा संयुक्त राज्य अमेरिकाबाट सुरु भएको हो । एटिएम प्रयोग हुन एक डिभाईस चाहिन्छ जुन डिभाईस सन् १९६६ बाट सुरु भएको बताईन्छ । हिमालयन बैंकले सन् १९९५ मा नेपालमा पहिलो पटक एटिएम कार्डको प्रयोग भित्राएपछि नेपालका सबै वाणिज्य बैंकहरुले यो सेवा संञ्चालन गरिरहेका छन् । तर प्रविधिको विकासमा निक्कै फड्को मारेको नेपालमा एटिएम कार्ड भने प्रयोग हुन थालेको २२ बर्षसम्म पनि खाताको पैसा झिक्ने प्रयोजनका लागि मात्रै प्रयोग हुनु लज्जाको बिषय हो । नेपालमा वित्तीय कारोबार गर्ने संस्थाबीच प्रतिष्पर्धा बढ्दै गएपछि बाणिज्य बैंकहरुले मात्रै होइन विकास बैक र फाइनान्स कम्पनीहरुले पनि एटिएमको सुविधा दिन थालेका छन् । एटिएमलाई खाताको पैसा झिक्नेबाहेकमा उपयोग गराउनेतर्फ भने कुनै पनि बैंकको ध्यान जान सकेको छैन । तर यही खाताको पैसा झिक्न मात्रै प्रयोग हुने एटिएम पनि सीमित समयमा मात्रै चल्ने भएकाले उपभोक्ताले सुविधा भन्दा सास्ती धेरै भोग्ने गरेको सरोकारवालाहरु बताउँछन् । कहिले प्राविधिक समस्या त कहिले लोडसेडिङको कारण भन्दै बैंकहरुले बेला बेला एटिएमको सेवा बन्द गरिरहँदा उपभोक्ता थप मर्कामा पर्ने गरेका छन् । एटिएम मेसिन धेरै महङ्गो नभएपनि धेरै बैंकहरुले पुराना र सेकेण्ड हेण्ड मेसिनहरु खरिद गर्ने गरेकाले बेला बेला समस्या आउने गरेको छ । यसो त शहरी क्षेत्रका चोक चोकमा एटिएमको च्याँखे थापेका बैंकहरुले नेपालका ग्रामीण भेगमा भने नजर समेत पु-याउन सकेका छैनन् । नेपालमा एटिएम प्रयोगकर्ताको सङ्ख्या एक करोड नाघिसकेको छ । अहिले एटिएमको प्रयोग हरेक व्यक्तिका लागि सरल एवं उपयोगी साधन बनेको छ । नेपालको ९० प्रतिशत ग्रामिण भेगमा यसको खासै प्रभाव नभएपनि शहरी क्षेत्रमा एटिएमको प्रयोगकर्ताको बढ्दो आर्कषणकै कारण बैंक तथा वित्तिय संस्थाहरुले पनि एटिएम काउन्टर थप्ने होडबाजी गरिरहेका छन् । यस्तै काउन्टर थप्दै जानेहरु मध्ये वाणिज्य बैंकहरुको संख्या धेरै छ । यद्यपी एटिएम काउन्टर थप्ने मामिलामा विकास बैंक तथा ठूला फाइनान्स कम्पनीहरु पनि त्यत्तिकै उत्साहित बन्दै गएका छन् । एटिएम सेवा नदिने बैंक तथा वित्तीय संस्थाहरुमा खाता खोल्नेहरुको संख्या घट्न थालेपछि धेरै बैंक तथा वित्तीय संस्थाहरु एटिएम सेवा दिनैपर्ने बाध्यतामा परेका छन् । पछिल्लो समयमा विशेषगरी स्कूल तथा कलेज लेबलमा अध्ययनरत युवा पुस्तामा एटिएम आकर्षण बढ्दै गएका कारण उनीहरुलाई आकर्षित गर्नका लागि पनि बैंक तथा वित्तीय संस्थाहरु एटिएम काउन्टरको संख्या बढाउन बाध्य भएको बैंकरहरु बताउँछन् । एटिएम कार्डको प्रयोग गर्नेहरुका लागि आर्थिक कारोबार गर्न धेरै सरल एवं सहज त भएको छ । तर, यसको प्रयोग गर्दा सावधानी नअपनाएका कारण यसका प्रयोगकर्ताहरु ठगिने खतरा पनि बढ्दो छ । नेपालमा मात्र होइन, विश्वभरमै एटिएमको नक्कली कार्ड प्रयोग गरेर ठगी गर्ने गरेका आपराधिक घटनाहरु पछिल्ला दिनमा बढ्दै गएका छन् । पछिल्लो समयमा यो सेवा असुरक्षित रहेका घटनाहरु सार्वजनिक हुन थालेपछि बैंक र एटिएम कार्डका प्रयोगकर्ता दुवै ढुक्क बन्न सकेका छैनन् । एटिएमको सुरक्षाका लागि सिसिटिभी क्यामेरा र सुरक्षा गार्डको सतर्कता महत्वपूर्ण कुरा हो । तर, यी सेवा हुँदैमा एटिएममा भएको पैसा सुरक्षित हुन्छ भन्ने ग्यारेन्टी छैन । यसको उदाहरणको रुपमा केही समय अघि नविल बैंकका पूर्वकर्मचारी सविन रिमाल र उनका भाई रितेशले नक्कली एटिएम कार्ड प्रयोग गरेर ८० लाख रुपैयाँ भिकेको घटनालाई लिन सकिन्छ । एटिएम ठगी काण्डमा रिमाल दाजुभाई पक्राउ परेपछि एटिएमको सुरक्षाबारे धेरैको चासो बढेको छ । “काउन्टरमा राखिएको एटिएम कार्ड छिराउने मेसिनमा धागो वा रिल राखेर कार्ड अड्काउने अनि पछि झिकिदिने बाहानामा अन्य व्यक्तिले पिन नम्बर लिने र पिन नम्बर थाहा पाएपछि नक्कली कार्ड बनाएर पछि रकम झिक्ने खतरा हुन्छ । यसरी हुने ठगीमा एटिएम काउन्टरकै गार्ड वा कर्मचारीहरु नै संलग्न नहोलान् भन्न पनि सकिन्न ” एक बैंकर भन्छन् “त्यसैले एटिएम प्रयोगकर्ता आफैँ पहिले सचेत हुनुपर्दछ ।” एटिएम कार्डको प्रयोग जति सजिलो छ, त्यतिकै जोखिमपूर्ण भएको भन्दै यसका प्रयोगकर्ताहरु धेरै सावधानी अपनाउनुपर्ने सुझाव दिन्छन् । बैंकहरु एटिएम सावधानी नअपनाए ठग गिरोहले जस्तो सुकै खाताबाट पनि पैसा झिक्न सक्ने उनीहरुको भनाई छ । विज्ञान तथा प्रविधि मन्त्रालय अन्तर्गतको प्रमाणीकरण नियन्त्रक कार्यालयका एक कर्मचारी भन्छन् –एटिएम कार्डको पिन नम्बर सबैभन्दा महत्वपूर्ण भएकाले त्यसको प्रयोगकर्ताले उक्त नम्बरलाई सुरक्षित राख्नुपर्छ । पैसा झिक्दा आफ्नो पिन नम्बर कसैले नदेख्नेगरी प्रयोग गर्नुपर्दछ । कार्ड छिराउने ठाउँमा केही चिज राखेको छ कि छैन भन्नेबारे ध्यान दिनुपर्छ । एटिएम कार्डको प्रयोग गर्नेहरुका झिक्ने खतरा हुन्छ । कतिपय अवस्थामा बैंक वा एटिएम काउण्टरमा बस्ने कर्मचारीले समेत त्यो ठगी गर्न सक्छन । कहिले काहीँ एटिएम कार्डबाट पैसा निकाल्न नसके आफ्नो खाताको ब्यालेन्स कम भईरहेको हुन्छ । त्यसैले पनि पैसा झिक्न गएका बेला प्राप्त रिसिप्टलाई सुरक्षित राख्नुपर्दछ । एटिएम कार्ड प्रयोग गर्दा मेसिन वरिपरि कुनै अनावश्यक मेसिन वा क्यामेरा जडान गरिएको छ कि छैन भनेर एटिएम कार्डको प्रयोगकर्ता सजग हुनुपर्दछ । नेपालमा एटिएम प्रशस्त भएपनि सेवा निक्कै फितलो छ । यसको मुख्य कारण बैंकरहरुले एकैपटक धेरै कमाउन खोज्ने प्रवृत्ति र लोडसेडिङ हो । काउण्टरले भने जस्तो सेवा दिन सकेका छैनन् भने ग्राहकले सोचेजस्तो सेवा पाउन सकेका छैनन् । आफ्नो खातामा पैसा भएपनि एटिएममा पैसा नहुने, बारम्बार मेसिन बिग्रने, सर्भिस डाउन, नेटवर्कमा समस्या आउने आदि कारणले एटिएम प्रयोगकर्ताहरुले बारम्बार समस्या भोग्नुपरेको छ The region of Bajhang has exported herbs worth Rs400 million in the current fiscal year. Demand for such medicinal herbs are rife in India and China as well.
The herb yarsagumba, popularly known as Himalayan Viagra, is its top export. Bajhang shipped out 296 kg of yarsagumba valued at Rs390 million, according to the District Forest Office. Yarsagumba fetches up to Rs1.3 million per kg. Similarly, 2,200 kg of pashbed, 200 kg of sugandhwal, 200 kg of bojo, 30 kg of kankadsilo, 40 kg of bhrigiraj and 41 kg of gujargano were exported from the district, the office said.
Earlier, there used to be a huge demand for herbs like rittha, wild mushroom, bish jara, chiraito, tejpat and gooseberry, among others. However, demand for these medicinal herbs has slowed.

According to Umesh Jethara of Daya Community Forest, the main occupation of people living in the region is the trading of herbs and that the position taken by the government has made it difficult for them to collect herbs or harvest wood. “We don’t have any other option. The land we have is not suitable for cultivation. We are solely dependent on trading of herbs,” Jethara said adding that local administration has turned a deaf ear to their plight. Ashok Kumar Shrestha, officer at DFO informed the Post that the administration was aware about the issues, but powerless to make any move against the government’s rule. He informed that the issue had been taken to the Department of Forest and the Ministry. The resulting meeting stated that IEE or EIA needed to be undertaken first. “This is why we haven’t been able to renew their licence,” Shrestha said.

Five community forests in the region have not been renewed by the government due to the second amendment on Environment Protection Regulation in 2007, which affected their Initial Environmental Examination (IEE) and Environmental Impact Assessment (EIA). Licences of community forests situated in village councils of Kailash, Gadaray, Kotdewal, Rilu and Hemantawada haven’t been renewed. Until the government extends permission or renews licence of permitted forest land, locals cannot make use of forest resources. More than 1,500 households in remote Bajhang district have been barred from using community forest resources such as herbs after the government refrained from renewing their forest licence. The livelihoods of this vulnerable segment of the population have been affected. Five community forests in the region have not been renewed by the government due to the second amendment on Environment Protection Regulation in 2007, which affected their Initial Environmental Examination (IEE) and Environmental Impact Assessment (EIA). The region of Bajhang has exported herbs worth Rs400 million in the current fiscal year. Demand for such medicinal herbs are rife in India and China as well. The herb yarsagumba, popularly known as Himalayan Viagra, is its top export. Bajhang shipped out 296 kg of yarsagumba valued at Rs390 million, according to the District Forest Office. Yarsagumba fetches up to Rs1.3 million per kg. Similarly, 2,200 kg of pashbed, 200 kg of sugandhwal, 200 kg of bojo, 30 kg of kankadsilo, 40 kg of bhrigiraj and 41 kg of gujargano were exported from the district, the office said. Earlier, there used to be a huge demand for herbs like rittha, wild mushroom, bish jara, chiraito, tejpat and gooseberry, among others. However, demand for these medicinal herbs has slowed.

In other words, the local units now have the authority to prepare their own estimates of income and expenditure and execute different tasks, including development works, without consulting the central government. But to enable the local units to exercise this power, the government must come up with the aforesaid laws. The National Natural Resources and Fiscal Commission Act must be passed to set up a National Natural Resources and Fiscal Commission. The commission is necessary to manage public finance in a federal structure as it will distribute revenues between the federal, state and local governments, set parameters for distribution of grants to state and local governments and propose debt ceilings for federal, state and local governments. Likewise, the Intergovernmental Fiscal Transfer Act, which will ensure fair and equitable distribution of resources, needs to be passed. The Finance Ministry has prepared drafts of both bills and sent them to the Law Ministry for its approval. After the Law Ministry okays them, they will be sent back to the Finance Ministry to be forwarded to the Cabinet and then to Parliament for final endorsement. The process is likely to take more than a couple of months even if the concerned ministries work on a war footing. Women are being highly used as a vehicle to carry out informal cross-border trade with India, says a report unveiled by the South Asia Watch on Trade, Economics and Environment (Sawtee) on Tuesday. The report has mentioned two interesting facts on why women are mostly used for informal trade. Firstly, border patrols are relatively lenient on women carrying goods from India. Secondly, the increase in the men going for foreign employment has forced women-headed farming household in the area to participate in informal trading. “Women are both vehicle and beneficiary of informal trade,” the report said. It said Nepal imports a large amount of agricultural goods through informal trading from Indian market every year, due to difference in price, poor market monitoring, low transportation cost and proximity of the local market. The socio-cultural and ethnic relation among the people of two countries and inadequate supply compared to the high demand of inputs are also the contributing factors for soaring informal imports, it said. Among all commodities, imports of chemical fertilizer are significantly high. The high costs of the government supplied Diammonium Phosphate have forced farmers in the Tarai region to purchase the input from the Indian market, the report says. DAP costs Rs46-48 per kg at the border market, while it is available at Rs36-38 per kg in the Indian market. The study was conducted on potato seeds, paddy, vegetable seeds, power sprayer and DAP at Kaptangunj in Sunsari and Giddha in Dhanusha. The report is based on survey of 60 small farmers. The study shows that 20 percent of the seeds are being imported through informal channel. “The price difference between formally imported and informally brought variety of seeds was Rs3 per kg,” said the report. Unavailability of the specific types of seeds in the local market has also been identified as one of the main reasons for an increasing informal trade of seeds. According to the Ministry of Agriculture, the government imports 300,000 tonnes of chemical fertilizer annually, against the demand of 700,000 tonnes. “With the shortfall in supply, the rest of the amount is met by informal trade,” said Yogendra Karki, joint-secretary at the ministry. Likewise, the agriculture machinery are also being imported informally due to difference in price and quality. The report shows that the agricultural tools are available in the Indian markets at almost half the price. Although the government has been providing subsidies on agricultural tools, the lengthy and tedious process has been making the farmers to purchase the tools in nearby Indian market. Rabi Shankar Sainju, spokesperson for the Commerce Ministry, said the lack of coordination among the government agencies and poor implementation of standard measures such as sanitary and phyto-sanitary standards were also fuelling the informal trading. According to Sainju, the ineffective distribution system by the government agencies, including Agriculture Input Corporation and Salt Trading Corporation, has also forced farmers to purchase agricultural inputs from the Indian market. Former commerce secretary Purushottam Ojha blamed government’s weak policy for the rise in informal trading, saying that a number of Nepali farmers in the border areas sell high quality agro products in Indian market but import substandard products informally.

उद्देश्यले तराईका जिल्लाहरूसहित चारवटा प्रदेशका ४३ (दुई/दुई प्रदेशमा पर्ने नवलपरासी र रुकुमसहित) जिल्लाको निर्वाचन दोस्रो चरणमा सारिएको हो । तराईका २० जिल्लामध्ये चितवन मात्र पहिलो चरणमा परेको छ । पहिलो तथा १, २, ५ र ७ मा दोस्रो चरणमा निर्वाचन हुन लागेको हो । आयोगका प्रवक्ता सूर्यप्रसाद शर्माका अनुसार रुकुम र नवलपरासी जिल्लाका स्थानीय तहहरूमा दुईवटै चरणमा निर्वाचन हुनेछन् । नवलपरासीको ८ र पाउनेछन् । कुनै एक व्यक्तिले एकभन्दा बढी पदमा उम्मेदवारी दिन नपाउने व्यवस्था छ । अध्यक्ष/उपाध्यक्ष वा प्रमुख/उपप्रमुखमा दुवै पदमा उम्मेदवारी दिने दलले कुनै एक पदमा महिलालाई उम्मेदवार बनाउनुपर्ने कानुनी प्रावधान छ । त्यस्तै चारजना वडा सदस्यमा एक दलित महिलासहित दुई महिला सदस्यका लागि सिट आरक्षित गरिएको छ । मनोनयन पत्र दर्ता गर्ने दिनसम्म उम्मेदवार हुने व्यक्ति २१ वर्ष पूरा भएको र उम्मेदवार हुन चाहेको सम्बन्धित वडा, गाउँ वा नगरको मतदाता नामावलीमा नाम हुनुपर्छ । उम्मेदवारको मनोनयनपत्रमा वडाअध्यक्ष/सदस्य उम्मेदवारीको हकमा सम्बन्धित वडाका र अध्यक्ष/उपाध्यक्ष तथा नगरका प्रमुख/उपप्रमुखको हकमा
